
The true face of the French state

The APROFED association is exceptionally coming back to you for a third time this week following the failure of negotiations on the institutional future of the country between local partners and the State representative in Deva, in the commune of Bourail (see New Caledonia: negotiations on the institutional future have failed ).
However, this failure was desired by the French State.
For once, the association approves the statements of the loyalists and the Rally according to which Manuel Valls, with his project of independence-association, has killed the negotiations (cf. In fact, with the failure of these negotiations, the State killed not two birds with one stone but three , by eliminating the proposals that it did not want, which are at the same time: independence, that of the “associated State” and that of the federated State , leaving on the table only the only option that suited it and that it had decided on from the start, namely that of a reintegration of New Caledonia into the French fold.
By proposing in its working document in March a referendum on self-determination accessible only by the vote of 3/5 of the members of the Caledonian Congress , an institution in which the independentists do not even represent half of the elected representatives today, the State has thus extinguished the independence project, confirming that it would never give back their freedoms to the Kanaks, as Eric Descheemaeker also analyses in his article in Le Figaro (see Eric Descheemaeker: “New Caledonia will never be independent, we must take note of that” ).
As the loyalists stipulate above, by proposing a project of “independence-association” including a transfer of sovereign powers, dual nationality and even an international status, the State already knew that its loyal non-independence subjects would consciously or not categorically refuse this project , thereby doing the work in place of the French State of rejecting the notion of “associated State” presented by New Caledonia’s Pacific neighbors , namely New Zealand and the other States of the Pacific Islands Forum (PIF) who made several trips to Noumea following the riots in order to propose their mediations and this “associated State” solution. France thus reaffirms its presence in Oceania to the English-speaking countries of the zone, recalling its title of ownership over New Caledonia and the fact that it is the only one to make decisions concerning it.
Finally, by letting the loyalists propose a deliberately incomplete federalism project, judged as a partition project calling into question the unity and indivisibility of the NC by Minister Valls himself during his conference given at the end of the 3 days of negotiations (see ÉDITION SPÉCIALE – Déclaration de Manuel Valls – Ministre des Outre-mer – Le 8 mai 2025), the State, buried with the greatest joy and to the happiness of the independentists, this project of a federated State judged by some as apartheid, putting in the trash, at the same time, the true project of so-called double federalism (internal and external), which remains the only consensual and middle solution applied since 1984 on the territory, carried by the moderate group Calédonie Ensemble, by former elected officials of the Rally (right) like Pierre Bretegnier and by your humble servants of the association.
The association unfortunately does not yet know whether the mediocrity of the loyalist project was sincere or involuntary. The result, however, is that no agreement has yet been reached just a few days before the anniversary of the insurrection . The association hopes that the latter, in view of the pettiness of the State cited above, does not turn into a revolution, that is to say a violent or peaceful seizure of power with a view to a change of regime and leaders, through a unilateral declaration of independence, as JM Tjibaou was able to do in the 1980s, symbolically with the establishment of the provisional government of Kanaky and as the independence supporters had already suggested for the date of September 24, 2025 (cf. New Caledonia: September 24, a sensitive date in a territory under tension ; In Yaté, Tein calls for unity to lead Kanaky towards sovereignty )
If this were to happen, the association fears that the loyalists’ partition project would be implemented, unfortunately against them, with perhaps a possible extension of the Northern Province to the central districts of Noumea, delimited by improvised tolls/checkpoints, reducing the Southern Province to only the southern districts of the capital where the majority of still pro-French nationals reside. Unless actions are envisaged directly on mainland France, as in the time of Algeria.
By declaring in his farewell speech that he did not want to go any further in the development of New Caledonia, to stabilize things as they are today and to put an end to the decolonization process, the Minister for Overseas Territories has taken off his masks, thus showing everyone the true face of the French State, , thus showing everyone the true face of the French State,as Frédérique Muliava, imprisoned in mainland France, was able to observe (cf. Kanaky-New Caledonia: “we lived forty years in the illusion that the colonial State was over” – L’Humanité).
Always curious about AI’s opinion, the association turned to it again to see what answers it would offer us to the following questions and situations. As usual, it hasn’t disappointed us yet.
