The APROFED association is returning to you this weekend to inform you about the powers of the governor of a federated state, which the president of the government of New Caledonia could acquire within the framework of increased autonomy.

You will also find that many of these skills are already held by the current status of the President of the NC government.

To do this, we have synthesized, using AI, the list of skills of the governors of federated states from 13 federal nations across all continents in order to give you the broadest possible overview.

We also took the liberty of highlighting the new skills that the President of the New Caledonian government could acquire as part of the territory’s development into a sort of federated state, even if it does not bear this name.

 

Thus, the future president of New Caledonia could:

– appoint certain judges as in the United States or Nigeria,

– represent the territory in meetings with other governors or foreign governments, or in international trade negotiations , such as in the USA, Australia, or Argentina,

– supervise the police or law enforcement forces as in Brazil, Australia, Iraq or Argentina,

– be responsible for the internal policy of the territory as in Germany,

– in the event of serious instability, suspend the provincial government and place it under federal administration as in Pakistan or India,

– play the role of mediator between the central government in Paris and local authorities , as in Iraq,

– be elected directly by the people as in Iraq in order to give them a greater political role at the local level,

– continue to manage the collection of taxes and other local revenues, as in Mexico or Somalia,

– promote and protect the languages, cultures and traditions of ethnic groups in the federated state, such as in Ethiopia or the United Arab Emirates,

– working with traditional leaders as in Somalia,

– have full control over the territory’s natural resources and manage their revenues independently of the federal government as in the United Arab Emirates.

 

The possibility of recovering judicial and police jurisdiction, the establishment of a Constitution (or fundamental law), the integration of the customary aspect at the parliamentary level, … indicated in the framework of the State’s summary document presented by the Minister of Overseas Territories, Manuel Valls, in February of this year, tends to resemble the status presented by Morocco for Western Sahara that President Emmanuel Macron had supported in August 2024.
