
New Caledonia: From the Crisis of May 13, 2024 to a Solution for the Future? by Joel Kasarherou

The APROFED association is coming back to you this week, which is promoting reading at the national level, to send you a new reading recommendation, namely the latest work by Joel Kasarherou, approximately 50 pages long, entitled: New Caledonia, from the crisis of May 13, 2024 to a solution for the future?

As with the two works presented at the beginning of the week by Grégory Berkovicz (see Pour une France fédérale de Grégory Berkovicz – APROFED)
aimed at transforming France into a federal republic, the association agrees with Joel Kasarherou and almost all of the proposals he suggests with a view to reforming Caledonian society.
Below are some of these proposals that we support , such as:
– the establishment of a random draw among the population of certain members of the assemblies integrating a little direct democracy within our current representative democracy which has shown its limits,
– integrate the opinions of young people into society,
– integrate the Oceanian dimension into school education,
– establish a 12-month citizen service instead of military service,
– limit agricultural imports and favor the consumption of local products,
– achieve positive energy housing,
– develop renewable energies by equipping each home and business with photovoltaic panels, small wind turbines, rainwater collectors, home grey water treatment systems, installation of dry toilets, geothermal air conditioning, etc. in order to make each home more self-sufficient,
– promote “smart grids” and “vehicle to home” technologies where the electric vehicle would power the home in the event of an electrical problem,
– develop a local hydrogen and phytomining sector ,
– decarbonize the mining industry,
– develop housing through long-term leases (99 years) to enable a reduction in rents and installments to be paid by the population,
– develop public transport, particularly through sea shuttles and carpooling ,
– align pension systems,
– build a common base based on a pay-as-you-go pension and include a portion of a funded pension,
– creation of a sovereign fund backed by Nickel as for Norway,
– review the principle of indexation which contributes to the high cost of living,
– implement the TOBIN tax on financial flows,
– the establishment of a universal income,
– support and develop culture,
– abolish the provinces and distribute the powers between the territory and the municipalities or even the inter-municipalities,
– etc.
Here is a range of concrete proposals, which according to the association, could have been implemented with a view to reviving the devastated New Caledonian economy instead of the PS2R proposed by the government and the five-year plan worth 500 billion Calédonie Ensemble approved by Congress, both of which were deemed mediocre in view of the situation and have not yet achieved much.
