Nationalism and Federalism: opposing views?
At the end of the 19th century, most of Europe was dominated by multinational empires. Not all ethnic groups accepted assimilation. Nevertheless, many nationalist movements did not seek independence but greater autonomy within their empires. Even when greater sovereignty was desired, it often coexisted with a desire for a connection to the larger state. These movements aimed to reform empires into partnerships of equal nations, united by shared values but respectful of each other’s distinctions, thus implementing genuine attempts to establish federalism.
