
Europe, New Caledonia, federations in the making.

The APROFED association is getting back to you this week with an article by Michel Herland, former vice-rector in New Caledonia in the early 2000s and director since 2018 of the French-speaking journal ( MondeSFrancophones.com ), entitled: Europe, New Caledonia, federations in the making.
In this article, he considers that France is the laughing stock of informed observers around the world for the way in which it manages its last remaining colonies.
For New Caledonia, according to him, we will more likely move towards a doubly federal solution in the future:
– “External” federalism, on the one hand: New Caledonia would become a federated state within France – a “state” to satisfy the independence aspirations of the Kanaks, but not entirely sovereign in order to satisfy, this time, the loyalists and preserve the advantages acquired in accordance with the common will , which the association supports.
– Internal federalism, on the other hand, marking even more clearly the autonomy of the provinces, whether it is the three current provinces (South, North, Loyalty Islands) or only two provinces (South and Kanaky), which is what the loyalists are proposing today.
