
The principles of federalism
The APROFED association is back with you this week to relay an article from 2021 from the Union of European Federalists (UEF) on the principles of federalism, which you can find at the following link: www.uef.fr
In this article, the UEF recalls that the main objective of federalism is to establish peace . This concept would be the only way to manage conflicts other than by force . Federalism wants to replace the use of force with law and therefore justice.
Another principle also emphasized by the UEF regarding federalism is that this notion provides a different conception of power . In a centralized state, power comes from above. Conversely, in federalism, power rises . Indeed, this concept considers that power resides in each citizen who decides to entrust his or her power within an autonomous group. Federalism thus aims to respect the autonomy of the parties, that is to say that each member of the Federation has a margin of autonomy. Each competence must apply as closely as possible to the citizen.
The Union of European Federalists points out that more than half of the world’s population lives in a federation like the United States, Switzerland, India and the European Union.
New Caledonia and French Polynesia , due to their particular autonomy statuses within the French constitution, are already tending towards this concept of federalism for many experts. It would therefore be appropriate for the APROFED association to finalize this process for these two territories and why not apply it to all overseas territories by reactivating articles 78 and following of the constitution , now repealed, in order to resurrect General De Gaulle’s project in favor of the French Community or Union but rewritten beforehand by those primarily concerned, the overseas territories.
