
The 4 options offered by federalism to New Caledonia

The APROFED association is coming back to you this week to share with you the four possible options that federalism would allow in New Caledonia:
– option 1 : a federal status for New Caledonia alone in the continuity of the Matignon and Noumea agreements for a defined period (until 2053 for example)
– option 2 : a federal status for not only New Caledonia but also the whole of French overseas territories with the reactivation of article 78 of the Constitution and therefore of the “ Community ”. It will nevertheless be appropriate that the institutions of the Republic and its government are not confused with those of the Community in order to avoid repeating the failure of 1958 as recalled in the article in the newspaper Le Monde on Algerian federalism (see On Algerian federalism (lemonde.fr) ).
– option 3 : preparation for full independence set for example in 2053, for the anniversary date of the bicentenary of the taking of possession of NC by France
– option 4 : preparation to build and integrate a regional federation of the “ United States of Oceania” or “Oceania Union” type as an independent state associated or federated with the other Pacific islands.
All of these options could also be considered in successive phases with the establishment by 2053 of phase 1 or 2 within France, then the consideration by 2053 of phase 4 for its application without France after phase 3, in 2053, to thus constitute an Oceanian federal power.
It would be appropriate for a local entity composed of competent people to be responsible for studying and monitoring all of these options in order to regularly report to the population on these progresses.
