
The President of the Senate for shared sovereignty and very advanced autonomy without breaking with France

The APROFED association is getting back to you this week to send you three recently published articles on the French authorities’ vision for the future of New Caledonia and the rest of the overseas territories.
It would indeed seem that France is seeking, according to one analyst, to change its overseas policy for budgetary reasons . The French government would be tempted to take advantage of the crises in Martinique and New Caledonia to prepare a form of autonomy for our territories that does not say its name . It would willingly leave local institutions on the front line to resolve the problems that it is unable to resolve. […] The management of the overseas domain has become too complex from Paris . The senior central administration that directs government decisions wants to give local institutions some leeway in this context of forced budgetary austerity.
This analysis is confirmed by the words of the President of the Senate, Gérard Larcher, who indicates for New Caledonia that it is possible to find a path to move towards very advanced autonomy without breaking the link with the Republic , thus moving towards the option of extended autonomy put forward by Mr Soucramanien in his report on the institutional future of New Caledonia (see (RO) Réflexion sur l’évolution institutionnelle de la Nouvelle Calédonie III.indd ) in which mention is made of the federated State.
According to him and the President of the National Assembly, it is necessary to link (for New Caledonia) the economic response to an original political solution of shared sovereignty with France . The President of the Senate added that it is time to say that New Caledonia has a future that can be shared.
According to the President of the Senate, solutions must be prepared in New Caledonia .
