Jean-Louis Borloo’s “federalist” tour
While awaiting the presidential election, and perhaps a referendum, Jean-Louis Borloo is consulting and having lunch with constitutional experts, convinced that the time is ripe. Since 1789, sovereignty has belonged to the people, and the people are indivisible. Federalism, however, means accepting that, in certain areas, the power to legislate is shared. This implies redrawing the territorial boundaries and, undoubtedly, revising the Constitution.
