Since independence, Madagascar has functioned as a unitary state. Major decisions are made by the central government, while local authorities have relatively limited autonomy. For many observers, this structure partly explains the disparities in development between regions. Several territories denounce a feeling of neglect, perceived insufficient investment, and decisions made far removed from local realities.
