With his hands tied in France, Emmanuel Macron is seeking, during his second term, to make his mark in Europe. In international competition, this is a way to strengthen the single market of 450 million inhabitants that the EU represents, but also to initiate a federal shift – more power to European institutions (the Commission and the Parliament), and less to the member states.
