Federalism and democracy
The Founding Fathers of the United States structured the Constitution to delegate only limited powers to the federal government. Citizens are far more likely to feel disconnected from the democratic process when most important decisions are made at the national level. The principles underlying federalism recommend, among other things, that policy decisions should be devolved to the lowest reasonably practicable level of government; higher levels of government should not legislate in areas for which others are responsible.
