For more than half a century, France has promised to liberate its territories without ever truly breaking with its state centralism. The state pretends to want to decentralize, but as David Lisnard pointed out at the Congress of Mayors of France, which opened last Monday, it gives the impression of decentralizing while simultaneously recentralizing.
