“Decentralization and federalism, French style?”
To the Prime Minister’s promise of “a major new act of decentralization” is now added the possibility of a “French-style federal republic.” Thus, Proudhon and Tocqueville are being revived in the name of “a disintegrating state,” “a model on its last legs,” “a need for breathing room for the regions,” and “a shared demand for greater autonomy – responsibility for local actors.”
