Decentralization, the French puzzle
France still hasn’t resolved its relationship with decentralization. Forty-two years after the Defferre laws, Girondins and Jacobins are still at odds over whether to give more resources, and especially more power, to local authorities, or whether, on the contrary, to return to the tradition of a strong central state.
