
Conference: Making a Country: Legal Creativity at the Service of a Common Destiny

The APROFED association is coming back to you to share with you the conference currently being broadcast on the Caledonia channel, by Carine David, university professor of law, entitled: Making a country, legal creativity in the service of a common destiny , held at the Tjibaou Cultural Center in March 2024.
One of the parts of this conference is to: revisit the relationship between the State and New Caledonia.
In this one we discover new forms of expression of sovereignty like the federated State which according to the speaker would correspond to a “Noumea ++ agreement” with more autonomy.
According to her, since France is a unitary state, it is difficult for it to give up autonomy to sub-state communities.
However, Carine David points out that France has already used federal-type tools in the past, notably with the 1958 Community.
She also recalls that everyone in politics, especially in New Caledonia, seems to agree that the solution for New Caledonia would be federal.
She regrets, like our association, that there is not enough information on federalism in New Caledonia.
