
Notice on dissolution and partition

The APROFED association is coming back to you today regarding the situation linked to the dissolution of the National Assembly in mainland France .
If tensions emerge at the national level, raising fears of new riots, this situation clearly reveals the problem of having a centralized state where, when institutions fail, the entire nation finds itself paralyzed.
However, the example of our German and Belgian neighbours, both federalists, has demonstrated in the past that a blockage of federal (national) institutions does not prevent federated states (regions) from continuing to exercise their powers at their own level, insofar as federalism distinguishes between them: the federal state being in charge of sovereign powers, the rest of the powers being the responsibility of the federated states and other communities (municipalities, etc.).
The APROFED association nevertheless regrets the President’s remarks demanding prerequisites for the appointment of a Prime Minister, namely that the Prime Minister should not be from the party that won the legislative elections.
For our part, the appointment of an ecologist prime minister , like Yannick Jadot, would allow us to find a compromise insofar as ecology is a cross-cutting issue and the climate problem is currently a concern . This election would thus make it possible to avoid the appointment of an LFI prime minister by the president.
However, since the latter party won the elections, it is perfectly normal for it to occupy one of the four ceremonial positions at the top of the state, such as the seat in the National Assembly. The presidency of the Senate could be left to the Socialists.
At the level of ministries, it also seems logical that the New Popular Front obtains a majority of them, approximately 10 out of 15, leaving the sovereign ministries to the president’s party apart from perhaps foreign affairs and the budget, leaving it in return sports in order to have continuity in view of the Olympic Games. The other ministries are attributed in majority to LFI, with nevertheless an environment ministry assigned to the ecologists, and 3 to 4 ministries to the socialists like health, education and even agriculture.
This type of agreement would thus allow for a majority of deputies to vote on laws with a more left-wing policy, thus mirroring the early years of President E. Macron, who was clearly right-wing, similar to what President Mitterrand experienced in the 1980s and President Chirac subsequently.
The association notes that the difficulty of finding a political agreement is not typically Caledonian .
If we allow ourselves this digression on the metropolitan situation, it is because the Caledonian situation cannot afford months of waiting, either to relaunch reconstruction and the economy, or to seek a new post-Noumea agreement.
Because if the situation were to continue until September , the association fears that the insurrection of May this year could turn into a possible revolution with the demand for the definitive departure from France by the independentists and a concrete implementation on the ground.
This is why the association is renewing its solution of federalism , which seems to be the best alternative since it is partially implemented in New Caledonia.
This solution is preferable to partition, as proposed recently by certain non-independence leaders, and is not only unfeasible in practice on the ground, but also legally contrary to the Noumea Accords and rejected for the first time by the French State and the Caledonian population through the sanction vote against these leaders in the last senatorial elections.
The APROFED association therefore asks the press to avoid relaying this type of proposal on mainstream channels , under penalty of running the risk of fanning the flames, and to prefer to disseminate solutions put forward by the population or by an authority wishing to find a consensual solution.
